General (PSC) Omar Hassan Ahmed Al Bashir announced yesterday evening lifting administrative procedures on the arrival of humanitarian provisions to Sudan for a three-month period so that the country might be able to overpass the rainy season. He affirmed allowing Darfur people who wish to return to their villages to get back in time for the agricultural season. The President, in his speech yesterday on the occasion of the 15th Salvation Anniversary, reaffirmed that the Government will not take sides in the local conflict but is bound to establish justice and righteousness. He renewed the government's approval of executing the ceasefire again and to spread monitors from the African Union to follow up execution. About the political dialogue to resolve the Darfur crisis, President Al Bashir announced that the Government's vision is based on the fact that what was stipulated in the South Kordufan and Blue Nile Peace agreement is quite suitable to be applied and generalized in all other Sudanese states, and Darfur in particular. He stated that contacts would continue with all until the inclusive conference is held. Al Bashir described the war in Darfur as devoid of any moral or national justification to account for what the outlaws did in respect of breaking the law, destroying public institutions, terrifying citizens and looting their property. The President enumerated the government's efforts to avoid escalation, pointing to the political dialogue carried through Chadian mediation. "In spite of that, many violations were committed by the outlaw factions that targeted humanitarian aid convoys and its workers," he added. The President stated that the only loser in these incidents is the Sudan, in respect of its political stability, social cohesion, and international relations. In respect of the peace course in the South, the President of the Republic declared the Government's sincere intention to execute full peace. He welcomed the Sudan People's Liberation Movement as a partner in the peace agreement. "We welcome our partners in the peace agreement as partners in nationalism and responsibility towards building Sudan and towards its progress," he said. Al Bashir's address expressed the government's desire in "carrying out a sincere national dialogue with all political forces, both within the Sudan and abroad, to set peace as a political and national objective through an inclusive national charter." The President called on the international community to participate in rehabilitation and development.
